Federal Charges Filed Against Man Linked to Gun in Shreveport Massacre

Federal authorities in Louisiana have charged a 56-year-old Shreveport resident in connection with the firearm allegedly used in a mass shooting that left eight children dead over the weekend.

The accused, Charles Ford, faces charges of illegal firearm possession as a convicted felon and providing false information to federal investigators. According to the U.S. Attorney’s Office for the Western District of Louisiana, a conviction on both counts could result in a sentence of up to 20 years in prison.

Investigators say the weapon in question—described as an assault-style pistol—was allegedly used by 31-year-old Shamar Elkins during the deadly incident on April 19. Elkins is suspected of killing seven of his own children and another child related to him inside a residence in Shreveport.

Authorities reported that officers initially responded to a domestic disturbance early Sunday morning in the Cedar Grove area. Upon arrival, law enforcement discovered the bodies of eight children, ranging from ages 3 to 11, inside the home.

The victims were later identified by the Caddo Parish Coroner’s Office. Officials described the scene as one of the most devastating incidents the community has experienced.

Elkins fled the scene after the shooting, allegedly carjacking a vehicle and leading police on a pursuit into nearby Bossier City. The chase ended outside a residence, where he died. Authorities have not confirmed whether his death resulted from police gunfire or suicide.

Two women were hospitalized with gunshot wounds, including the mother of seven of the deceased children. A teenage boy and another woman sustained injuries while attempting to escape the violence.

According to a criminal complaint, agents from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), working alongside local police, traced the firearm back to its original purchaser. That individual reportedly told investigators she had given the gun to Ford.

Officials say Ford initially denied ever possessing the weapon but later admitted to having it and storing it under his seat. He also indicated he believed Elkins eventually took possession of the firearm.

U.S. Attorney Zachary A. Keller stated that while Elkins will not face trial due to his death, authorities remain committed to holding others accountable where possible.

Investigations into the circumstances surrounding the shooting, including the motive, remain ongoing. Police have indicated that domestic violence is believed to be a central factor in the tragedy.
