St. James, Jamaica – A 34-year-old tattoo artist, Steven Samuel, otherwise known as ‘Kartel’, of Rodney Road, Maxfield Avenue, Kingston 13, has been charged with buggery and grievous sexual assault following an incident in St. James on January 5th.
According to the St. James Criminal Investigations Branch, the incident occurred early in the morning when an 11-year-old girl was awakened by Samuel fondling her. He then allegedly proceeded to sexually assault the child.
The child was able to escape the situation and immediately reported the incident to her mother. The mother subsequently contacted the police.
Following an investigation, Samuel was arrested on January 7th. He was subsequently charged based on the complainant’s statement.
