ST. ANN, JAMAICA – Deputy Superintendent of Police Rohan Elliot has taken over as the acting commanding officer of St. Ann, following the transfer of Senior Superintendent Dwight Powell to the Office of the Assistant Commissioner of Police (ACP), where he will oversee administration. Both officers commenced their new roles on April 3, 2025.
Powell, who served as the commanding officer of St. Ann for four years, from January 25, 2021, reflected on his tenure with gratitude. “I’m grateful for the experience. I was one of the longest serving commanding officers, my predecessors spent maybe a year or a year and a half,” he told Observer Online.
During his time in St. Ann, Powell focused on implementing strategies that led to a significant reduction in major crimes. “Significantly over the period we have seen a reduction in major crimes. Last year, St. Ann ended with a 34.5 per cent reduction in murders. We ended last year with some 51 murders, the lowest number that the division has seen for a number of years,” he stated.
Powell’s policing strategy has continued to yield positive results in 2025, with only 12 murders recorded in the parish since the start of the year. “Between January to April we made a significant reduction, we were at 12 murders when compared to the previous year,” he added.
Describing his transition as bittersweet, Powell expressed, “It was a tremendous experience, that I managed to forge greater partnership between the police and citizenry.”
His move to the ACP’s office marks a new chapter in his 35-year career with the Jamaica Constabulary Force (JCF). “This is just another part of my journey and God must have sent me here for a reason,” he concluded.
With Rohan Elliot now at the helm, the St. Ann police are expected to continue their efforts in maintaining law and order, building upon the foundations laid by his predecessor.
