KINGSTON, JAMAICA – Senior Superintendent Dwight Powell has been promoted to the rank of Assistant Commissioner of Police (ACP), effective April 3, 2025. Powell, who previously served as the commanding officer of St. Ann, will now take on the role of administration at the Office of the Commissioner of Police.
Following his promotion, Deputy Superintendent of Police Rohan Elliot will assume the position of acting commanding officer for St. Ann.
Powell reflected on his four-year tenure in St. Ann with pride, highlighting his successful efforts in reducing major crimes within the parish. “I’m grateful for the experience. I was (one of) the longest serving commanding officers,” he told Observer Online.
He particularly emphasized the significant reduction in murders during his time in command. “Significantly over the period we have seen a reduction in major crimes. Last year St. Ann ended with a 34.5 per cent reduction in murders. We ended last year with some 51 murders, the lowest number that the division has seen for a number of years.”
This success continued into 2025, with only 12 murders recorded in the parish from January to April. “Between January to April we have made a significant reduction (in homicides),” Powell stated.
Powell described his transition as a bittersweet moment, acknowledging the valuable relationships he formed during his time in St. Ann. “It was a tremendous experience that I managed to forge a greater partnership between the police and citizenry,” he said.
His promotion marks a new chapter in his 35-year career with the Jamaica Constabulary Force (JCF). “This is just another part of my journey and God must have sent me here for a reason,” Powell concluded.
