WESTMORELAND, JAMAICA – Shane Richard Bulgin, a known figure in some of Westmoreland’s most violent criminal organizations, was fatally shot in an alleged confrontation with members of the security forces during a joint police/military operation Monday morning.
According to police sources, Bulgin had a long history of criminal activities, including contract killings, extortion, and armed robberies, particularly targeting businesses owned by Chinese nationals. He was also implicated in multiple murders, including the killing of Everton “Gaddy Bling” Johnson on January 21, 2022, in Fullersfield, Grange Hill, and the recent shooting of Wade “Scatta” Phillips on April 4, 2024, at Bloody Bay Beach Park in Negril.
Police Operation Ends in Gun Battle
Authorities say Monday’s operation targeted a small, white, one-bedroom board house in Westmoreland under a search warrant for prohibited weapons and ammunition.
Upon arrival, police and military personnel reportedly knocked and identified themselves but received no response. Moments later, they heard movement inside the house, prompting them to force open the back door. A woman ran from the house, and Bulgin allegedly emerged with a firearm, opening fire on law enforcement officers.
The police returned fire, hitting Bulgin in the upper body. He was found clutching a Taurus 9mm pistol with a magazine containing five rounds. He was transported to Savanna-la-Mar Public General Hospital, where he was pronounced dead.
Ties to Notorious Gangs
Bulgin, a resident of Rory Street, Top Geneva, and Jerusalem Mountain in Grange Hill, was a key figure in two of the area’s most feared criminal organizations: the Green Leaf Gang, based in Alma, and the King Valley Gang, previously led by incarcerated gang leader Derval “Lukie” Williams.
Investigators say Bulgin played a crucial role in gang operations, often serving as a financier and getaway driver. Police sources also link him to a July 2024 shootout in Negril, where four gang members were killed, one was injured, and two others surrendered. Bulgin reportedly escaped the scene.
Tensions Rise in Aftermath of Shooting
Following his death, tensions have escalated in Geneva, Grange Hill, with relatives and associates of Bulgin expressing hostility toward the police and disputing their version of events. Authorities anticipate potential protests and retaliatory violence but remain firm on their position.
“Bulgin was a habitual offender and key enabler of organized crime in Westmoreland,” said a law enforcement source. “His deep involvement in gang activities, contract killings, and financial backing of criminal enterprises made him a significant law enforcement target.”
The police have increased patrols in the area as they monitor the situation closely.
