Major Basil Jarrett Rejoins Jamaica Defence Force Amid Strategic Communications Overhaul

Kingston, Jamaica – Major Basil Jarrett has made a high-profile return to the National Reserve of the Jamaica Defence Force (JDF), effective August 23, 2024. His reappointment marks a significant moment for the JDF as it seeks to enhance its public affairs and media relations.

Jarrett, who led the JDF’s communications efforts from 2009 to 2021, will now juggle dual roles. While continuing his influential position as Director of Communications at the Major Organized Crime and Anti-Corruption Agency (MOCA), he will apply his extensive strategic communications expertise to the JDF.

During his previous tenure with the JDF, Jarrett was a key architect in modernizing the military’s public affairs operations. His initiatives greatly improved the JDF’s public image and media engagement, setting a new standard for military communication in Jamaica.

Upon his retirement from the JDF in 2021, Jarrett transitioned to a civilian role but remained within the law enforcement sector. At MOCA, he excelled in shaping the agency’s strategic communications, particularly around high-profile financial crimes and corruption cases. His work significantly bolstered MOCA’s reputation as a leading authority in upholding public integrity.

Reflecting on his return, Jarrett stated, “The military has always been near and dear to me. I look forward to applying my expertise once again to strengthen the JDF’s connection with the public. My mission is to ensure that our messaging upholds the values and professionalism of the men and women who serve Jamaica daily, and to support the Chief of Defence Staff in navigating the evolving challenges of modern communications.”

In tandem with Jarrett’s return, Lieutenant Roxene Nickle will transition from her current reserve role into the regular force. Nickle, a seasoned communication consultant with three decades of experience, will play a pivotal role in the JDF’s communication strategy. Her extensive background spans radio, television, and corporate consultancy, with her most recent position as Communication and Marketing Advisor in the Ministry of Legal and Constitutional Affairs.

Vice Admiral Antonette Wemyss-Gorman welcomed both Jarrett and Nickle, stating, “I have no doubt that their skills and expertise will enhance the JDF’s communication apparatus as we navigate an increasingly complex information environment.”

The JDF’s renewed focus on media and communications is expected to further strengthen its public engagement and enhance its operational transparency in the face of evolving challenges.
