Kingston, Jamaica – The Independent Commission of Investigations (INDECOM) has launched an official probe into the death of a prisoner at the Half-Way Tree police lockup on Monday. The deceased, identified as 59-year-old David Satchel, a labourer from Padmore district in St. Andrew, was reportedly found unresponsive in his cell at approximately 8:20 a.m.
Satchel was immediately transported by police officers to the Kingston Public Hospital, where he was pronounced dead upon arrival. According to reports, Satchel had been in police custody on a charge of sexual touching and had been remanded since September 9 following his court appearance.
INDECOM, the independent body responsible for investigating incidents involving law enforcement, has stated that it will be conducting a thorough inquiry to determine the circumstances surrounding Satchel’s death. The agency’s investigation will focus on whether there was any foul play, negligence, or violation of detainee rights while Satchel was in police custody.
