A Kingston-based medical doctor has been fined $400,000 after pleading guilty to failing to submit required statutory declarations to the Integrity Commission (IC).
Dr Edward Campbell appeared in the Kingston and St Andrew Parish Court on Tuesday, where he admitted to not filing declarations for the years 2016 and 2017 without reasonable cause. The matter was heard before Presiding Judge Alwayne Smith.
The court was informed that the outstanding documents were eventually submitted in February of this year, despite prior notification from authorities as far back as 2021.
Campbell’s attorney, Kerry-Gaye Swaby, told the court that her client had since complied with the requirements and expressed remorse for the lapse, noting that steps were taken to correct the issue once he was formally notified.
In delivering the sentence, Judge Smith raised concerns about the prolonged delay in compliance, emphasizing the importance of accountability. He stated that the ruling should serve as a reminder to professionals about their legal obligations.
Campbell was fined $200,000 for each year he failed to file, with an alternative of three months’ imprisonment per offence.
