Two More Held in Major $80 Million NCB Fraud Investigation

KINGSTON, Jamaica — The Major Organised Crime and Anti-Corruption Agency (MOCA) has confirmed the arrest and charging of two additional suspects linked to an ongoing investigation into an $80 million phishing scheme targeting customers of National Commercial Bank.

The accused have been identified as 26-year-old Shanielle Smith of Nannyville, St Andrew, and 24-year-old Brandon Billings of Twickenham Park, Spanish Town, St Catherine. Both individuals are facing charges of receiving stolen property and conducting transactions involving criminal proceeds.

MOCA reported that the arrests were carried out during coordinated early morning operations on Wednesday, April 15. The actions involved its agents along with members of the St Catherine South and St Andrew Central police divisions, who executed search and arrest warrants at the suspects’ homes.

Investigators believe the pair is connected to an organised network responsible for defrauding NCB customers of more than $80 million between April 2022 and December 2023. The scheme reportedly involved advanced phishing and smishing techniques.

According to Basil Jarrett, Director of Communications at MOCA, joint law enforcement teams conducted simultaneous raids at both locations. He confirmed that the suspects were taken into custody and several items relevant to the investigation were seized.

Jarrett emphasized that authorities remain committed to dismantling the network behind the fraud, noting that cyber-related crimes continue to be a major focus for law enforcement due to their growing frequency.

He also acknowledged the support of the Jamaica Constabulary Force in the operation and encouraged members of the public to stay alert when conducting online transactions and to report any suspicious activity to MOCA’s tip line.
