Two JUTC Drivers Charged in Fuel Theft Scheme

Kingston, JamaicaTwo drivers employed by the Jamaica Urban Transit Company (JUTC) have been charged with multiple counts of simple larceny after allegedly siphoning fuel from company buses in separate incidents.

The accused men, 34-year-old Shavay “Shabb” Brown and 38-year-old Dushaine “Shaine” Brown, are now at the center of an ongoing investigation by the Counter-Terrorism and Organized Crime Investigations Branch (CTOC), which is probing whether the fuel thefts are linked to organized criminal elements.

Investigators revealed that Shavay Brown, on at least two occasions, diverted a JUTC bus to Chesterfield Drive in Kingston, where he extracted 100 litres of fuel. His illegal activities came to an end on March 13 when police intercepted the bus after it left the extraction site. Following an interview on March 17, he was charged with two counts of simple larceny.

Meanwhile, Dushaine Brown’s involvement allegedly spanned three separate incidents on February 17, 20, and 23. He reportedly diverted a JUTC bus to locations in Spanish Town, where over 500 litres of fuel were stolen. He was arrested on Thursday, March 20, and charged with three counts of simple larceny.

Superintendent Victor Barrett of CTOC stressed the broader implications of fuel theft on the economy, noting that such crimes ultimately burden taxpayers.

“Fuel theft on this scale represents a significant loss to the economy and ultimately impacts all tax-paying citizens,” Barrett said. “We are committed to dismantling these criminal networks and ensuring the protection of public resources. We are actively pursuing all leads and anticipate further arrests as the investigation progresses.”

Authorities are urging anyone with information related to the case to contact CTOC at 876-967-1389, Crime Stop at 311, the National Intelligence Bureau at 811, or the nearest police station.

The investigation remains ongoing, with law enforcement determined to root out any deeper connections between the suspects and larger criminal enterprises.
