Ruel Reid Fraud Trial Moves Forward – Judge Orders Indictment, Denies Further Delay

Kingston, Jamaica (McKoy’s News) – After six long years of legal back-and-forth, the multimillion-dollar fraud case involving former Education Minister Ruel Reid and his co-accused is finally ready to take off — as the first witness is expected to take the stand this Thursday in the Kingston and St Andrew Parish Court.

This comes after Senior Parish Judge Sanchia Burrell handed down a decisive ruling, granting the order for indictment and denying a defence request for further adjournment, clearing the way for the long-awaited trial to begin.

The ruling followed fiery courtroom exchanges last Wednesday, when defence attorney Hugh Wildman strongly objected to the indictment, claiming that statements gathered by the Financial Investigation Division (FID) — or by police officers acting under the FID’s direction — were illegally obtained and could not be used to support the case.

Wildman argued that the FID had no legal authority to investigate, collect witness statements, or delegate officers to do so, urging the court to dismiss the charges unless independent evidence could be produced.

However, lead prosecutor Ashtelle Steel pushed back sharply, telling the court that the defence’s application was “premature” and should be dealt with during the trial, not before it.

Steel reminded the judge that officers working under the FID Act still retain full police powers under the Constabulary Force Act, and therefore acted within their legal rights. She also cited higher court rulings — including decisions from the Full Court and Court of Appeal — affirming that questions of admissibility must be determined at trial.

Judge Burrell agreed, noting that she could not rule on admissibility before the evidence was even presented, and emphasised that the Parish Courts Act outlines clear steps before a trial proceeds — including the granting of the indictment order.

“The details presented are sufficient to warrant approval,” the judge stated, rejecting Wildman’s objections and confirming that the case would move forward.

The defence also sought a 10-week adjournment, claiming late service of voluminous documents and the need for more time to prepare. But the judge was unmoved, stressing that the matter — now entering its sixth year — must proceed.

“The court must manage its time and resources efficiently,” Judge Burrell said, denying the delay request.

After further submissions, defence attorneys asked for a shorter adjournment until next Tuesday, but Burrell again ruled for continuation of case management and instructed prosecutors to provide the defence with the order of the first ten witnesses to assist with cross-examination preparation.

The accused — Ruel Reid, his wife Sharen Reid, daughter Sharelle Reid, Professor Fritz Pinnock, former president of the Caribbean Maritime University (CMU), and Jamaica Labour Party Councillor Kim Brown Lawrence — are facing a slew of corruption and fraud charges.

They are accused of involvement in a $25-million fraud scheme linked to the Ministry of Education and the Caribbean Maritime University, including alleged breaches of the Corruption Prevention Act, conspiracy to defraud, and violations of the Proceeds of Crime Act.

The long-delayed trial is now officially underway, with Jamaica watching closely as one of the country’s biggest political corruption cases unfolds.
