A man linked to multiple sexual assault allegations involving students at the College of Agriculture Science and Education (CASE) was fatally shot during a police operation in Portland on Tuesday.
The Independent Commission of Investigations (INDECOM) has launched a probe into the shooting, which took place in the Norwich district of eastern Portland.
Humes, 38, had been under surveillance by law enforcement for nearly four years. He was wanted in connection with the alleged rape of a CASE student on December 14 and was also connected to two prior cases from 2021 and 2022 involving female students at the Passley Gardens campus.
Superintendent Ainsley McCarthy, commanding officer of the Portland Police Division, said officers acting on intelligence arrived at Humes’ Ranch Hill residence around 7:30 a.m.
“They approached the suspect’s property and were attacked with a machete,” McCarthy said. “Police fired warning shots, but when the suspect continued advancing, he was shot. He was transported to Port Antonio Hospital and pronounced dead on arrival.”
McCarthy highlighted Humes’ past involvement in CASE-related cases. In 2021, he was arrested for an on-campus rape and sent for psychiatric evaluation. A second charge in 2022 was later dismissed after the complainant moved overseas.
Authorities noted a rise in reported rape cases in Portland since the start of the year, with investigations suggesting Humes may have been connected to multiple incidents.
The December 14 allegation, reportedly occurring after a female CASE student exited a taxi near the West Campus, had prompted student protests calling for stronger safety measures on campus.
