Over 34,000 Benefit from NWC Debt Amnesty, Government Promises Dignified Reconnection

KINGSTON, Jamaica — More than 34,000 Jamaicans have so far benefited from the National Water Commission (NWC) amnesty programme aimed at clearing uncollectable debts and restoring water access to vulnerable customers, according to Minister without Portfolio in the Ministry of Economic Growth and Job Creation, Matthew Samuda.

The initiative, which targets pensioners, PATH recipients, and persons with disabilities, has offered debt relief ranging from 50 to 100 per cent, depending on the case.

Speaking in the 2025/26 Sectoral Debate in the House of Representatives on May 27, Minister Samuda emphasized the social impact of the programme. “Total reconnections, thus far – 7,901 customers have benefited, had their debts written off, and been reconnected to the Commission,” he stated.

While the amnesty has resulted in the clearance of $547 million in previously uncollectable revenue, Samuda stressed the greater value lies in the $1.4 billion in debt relief provided to vulnerable households.

The Government is also committed to ensuring “dignified restoration” of water services for all affected citizens. “For those who have engaged with the National Water Commission, they don’t need to worry about the date,” Samuda reassured. “Once their names are in the system before the end of the month (May), we will be working through the process and we intend to reconnect all customers.”

Additionally, the Minister disclosed that small and micro business operators, who have called for similar support, may soon receive relief. “We are taking a very serious look at the small and micro business sectors… and at the conclusion of the initiative for the targeted groups, we will make an announcement very soon,” he said.

The NWC, a government agency, is mandated to deliver high-quality potable water and sewerage services across Jamaica in a cost-effective and sustainable manner. The amnesty is part of the agency’s broader mission to support national development and social equity.
