Mandeville, Manchester — Forty-year-old Garfield Biggs, also known as “Blacks,” a businessman from Mandeville, Manchester, has been charged with fraudulent conversion after allegedly failing to pay over proceeds from the sale of three motor vehicles totaling $12.7 million.
According to the Portmore police, the allegations against Biggs involve a scheme in which he convinced a car dealership owner that he had potential buyers for three vehicles: a Toyota Rav 4, a Toyota Voxy, and a BMW 3 Series. The dealership owner, trusting Biggs, reportedly handed over the vehicles with the understanding that Biggs would complete the sales on their behalf.
In May 2024, Biggs allegedly informed the dealership owner that the vehicles had been sold. However, despite repeated requests, he has yet to pay over the agreed sums for the transactions. When the dealership owner realized the payments had not been made, he reported the matter to the police.
Following an investigation, Biggs was arrested and subsequently charged after a question-and-answer session conducted in the presence of his attorney. He currently awaits a court date, which has yet to be set.
Police continue to urge citizens to exercise caution and conduct due diligence in business dealings to avoid falling victim to fraudulent schemes.
