BFlorida, USA (McKoy’s News) – The FBI has launched a manhunt for a Jamaican woman accused of playing a major role in a US$34 million COVID-19 relief fraud scheme in the United States.
The woman has been identified as 40-year-old Elaine Angene Escoe, otherwise called “Annie” or “Annie Palmer.” She was last seen in Palm Beach County, Florida, on June 3, 2025, and is now wanted on multiple federal charges.
According to the FBI, Escoe and her co-conspirators allegedly submitted over 90 fraudulent applications between May 2020 and November 2021 for funds from the Paycheck Protection Program (PPP), Economic Injury Disaster Loans (EIDL), Restaurant Revitalization Fund (RRF), and the Shuttered Venue Operators Grant (SVOG).
Investigators say the applications contained false information about employee numbers, payroll expenses, and business revenues. This resulted in the wrongful payout of approximately US$29.1 million in PPP funds, US$1.2 million in RRF funds, and US$3.8 million in SVOG funds.
The FBI further alleges that after the money was disbursed, Escoe and others funneled payments to themselves and their businesses, withdrew large sums in cash, and even used blank, signed checks to cover their tracks.
Escoe is facing a long list of charges, including:
- Conspiracy to commit wire fraud
- Wire fraud
- Conspiracy to commit money laundering
- Concealment of money laundering
- Transactional money laundering
A federal arrest warrant was issued for Escoe on May 22, 2025. She had been notified to appear in court on June 5 but failed to show up.
The FBI is urging anyone with information on Escoe’s whereabouts to come forward immediately.
