Savanna-la-Mar division councillor Julian Chang is accusing the People’s National Party (PNP) of ignoring her claims of professional misconduct and sexual harassment involving Central Westmoreland Member of Parliament Dwayne Vaz.
Chang, who spoke with Nationwide’s Cliff Hughes and Ricardo Brooks on Monday, says she has been left without support from the party despite lodging formal complaints. She also alleges that the MP has blocked her from constituency meetings as retaliation for rejecting his advances.
Nationwide News has been provided with screenshots that the councillor says show sexually suggestive WhatsApp messages sent by Vaz. Chang claims the messages date back to February 2025, and she says the incident has caused significant emotional trauma.
She further alleges that after she rebuffed Vaz, their working relationship collapsed. Chang claims the MP spread rumours that she was involved in an affair, and has effectively isolated her from the PNP’s parish hierarchy.
The councillor said she has been excluded from constituency executive meetings, which she believes was ordered by Vaz. She insists the move has left her cut off from party activity and unable to fulfil her role effectively.
Vaz was first elected MP for Central Westmoreland in 2014, but lost the seat to Jamaica Labour Party (JLP) candidate George Wright in 2020. He was returned to Parliament after the 2025 general elections.
Chang said the MP has accused her of collaborating with the JLP to undermine the PNP’s efforts to regain control of the seat.
She said she reported the matter to the PNP central executive, which promised to investigate. However, Chang says no action has been taken so far.
The councillor told Nationwide she simply wants to serve her constituents in peace and is calling on the PNP executive to convene a meeting urgently to address her allegations.
Nationwide News contacted MP Dwayne Vaz for comment. He declined to respond, saying he had no comment at this time.
