A man with a history of sexual offences was shot and killed during a reported confrontation with police in St. Catherine on Saturday.
The deceased has been identified as 48-year-old Dwayne Brown, also known by the alias “Flex.” The incident occurred along Walkers Avenue in Portmore.
According to reports, Brown was engaged by law enforcement officers, during which he was shot and injured. He was subsequently transported to the Spanish Town Hospital, where he was pronounced dead. A Taurus pistol was allegedly recovered at the scene.
Brown had an extensive criminal record involving sexual offences dating back over a decade. In 2007, he received a three-year suspended sentence for carnal abuse. He was later sentenced in 2010 to 15 years at hard labour for rape, along with an additional two-year term for indecent assault. In 2011, he was handed a further five-year sentence for carnal abuse, which was ordered to run consecutively.
Despite serving prison time, reports indicate that Brown continued engaging in criminal activity after his release. Between March 3 and March 19 of this year, he allegedly sexually assaulted three girls in St. Catherine. Investigators say he posed as a taxi operator, offering the victims rides to school before diverting them to a location in Portmore where the assaults were carried out.
The incident has been reported to the Independent Commission of Investigations (INDECOM), which is tasked with probing fatal encounters involving security forces.
Meanwhile, INDECOM statistics reveal that 74 people have been killed by security personnel since the start of the year, slightly below the 76 recorded during the same period last year. Of that number, 28 fatalities occurred in January, followed by 23 in February, and 21 so far in March.
