Law enforcement authorities have taken attorney-at-law Debby-Ann Samuels into custody amid an ongoing fraud investigation.
The arrest occurred on Monday in Montego Bay, St James, several days after Samuels was identified by police as a person of interest in the case. Reports indicate that officers on patrol in the downtown area spotted her and attempted to make contact.
It is alleged that upon being approached, Samuels ran to her vehicle and locked herself inside. A standoff reportedly ensued, lasting close to two hours before she eventually surrendered to the police.
Her detention follows a notice issued roughly five days earlier by investigators seeking her assistance in relation to the fraud probe.
Records from the General Legal Council (GLC) reveal multiple disciplinary actions taken against the attorney in recent years. In March 2024, she was fined and ordered to repay more than US$6,000 in connection with a land transaction. A subsequent ruling in October 2024 resulted in another fine after she was again found guilty of professional misconduct.
In December 2025, the GLC imposed a six-month suspension, which took effect in January 2026. The council cited findings that Samuels charged excessive fees, demonstrated serious negligence in handling client matters, and failed to uphold professional standards.
Additionally, she was directed to pay $100,000 to a complainant and $80,000 to the regulatory body.
Police investigations into the fraud allegations remain ongoing.
