KINGSTON, Jamaica — A woman who captured and disposed of her neighbour’s two Shih Tzu dogs pleaded guilty to cruelty to animals when she appeared in the Kingston and St Andrew Parish Court on Tuesday.
Court footage revealed Colleen Samuels capturing the dogs in a rice bag and driving away on September 19 at approximately 3:30 pm. Samuels later admitted to discarding the dogs, allegedly referring to them as “filthy fleas.”
Senior Parish Court Judge Sanchia Burrell reviewed the footage and described Samuels’ actions as “very callous.”
Samuels’ attorney argued that her client acted due to the dogs’ flea infestation and poor living conditions. However, Judge Burrell deemed her behaviour unacceptable.
The prosecution stated that the dogs were not found and are presumed dead.
Samuels pleaded guilty to the charge and will return to court for sentencing on April 17, 2025.
The maximum fine for breaching the Prevention of Cruelty to Animals Act is $1,000.
