Shared Corporate Services Across Government to Begin Early 2019/20

Jamaica News: Shared corporate service delivery across government is projected to get under way early in the 2019/20 fiscal year with implementation of the initial component of Human Resource Management (HRM).

Finance and the Public Service Minister, Dr. the Hon. Nigel Clarke, says work on this aspect of the Public Sector Transformation Programme (PSTP) is at an “advanced stage”, adding the proposed model is being tested.

“We will have a central facility that provides human resource [services] across government, beginning with certain ministries, departments and agencies (MDAs) and broadening, eventually, to the entire government,” he noted.

He advised that work is expected to commence on two additional areas – Internal Audit, and Public Relations and Communications by the end of 2019/20.

Dr. Clarke was providing an update on the PSTP at The Jamaica Pegasus hotel in New Kingston on Thursday (February 7).

He informed that the Ministry is reviewing a report submitted by consultants retained by the Government to assist with development of the shared services framework.

He said that the consultants, “who have worked in this area in many parts of the world”, have proposed an implementation plan and methodology, along with an operating model and detailed design.

These, he explained, focus on the supporting network and information technology framework, the shared services organisational structure, and service level agreements between the central office and MDAs, among other inputs.

“Additionally, we have a detailed business change plan and, very importantly, part of the consultancy gave us a costing for the transition of services to shared corporate services,” the Minister indicated.

Noting the wide-ranging functions across government, Dr. Clarke emphasised the importance of making these more efficient in order to improve service delivery.

“It would be much better if we can employ technology to have some of these services centralised,” he noted.

The PSTP is being spearheaded by the Transformation Implementation Unit (TIU) in the Finance Ministry.
