A former Jamaica Constabulary Force (JCF) probationer was fatally shot by police following an alleged taxi hijacking and high-speed chase along Camp Road in Kingston on Wednesday evening.
The deceased has been identified as 34-year-old Sean Raby, who police sources said was previously dismissed from the JCF before completing his probationary period. According to officials, Raby was removed from the force after being found guilty of misconduct and behaviour considered prejudicial to the good order and reputation of the organisation.
Reports indicate that shortly after 6:20 p.m., Raby boarded a taxi travelling to downtown Kingston. An argument reportedly developed when the driver stopped to pick up a female passenger.
The taxi operator allegedly noticed that Raby was armed and, fearing for his safety, placed the vehicle in neutral before exiting and seeking assistance from a passing police patrol.
Police say Raby then took control of the taxi and drove away, prompting officers to pursue the vehicle.
During the chase, Raby allegedly fired multiple shots at pursuing officers. The pursuit came to an end when the vehicle crashed into a utility pole along Camp Road.
Investigators say a confrontation followed, during which Raby was shot and killed by police.
A 9mm pistol loaded with nine rounds of ammunition was reportedly recovered at the scene.
The Independent Commission of Investigations (INDECOM) has launched an investigation into the fatal shooting, in keeping with its mandate to probe incidents involving members of the security forces.
The incident marks the first fatal police shooting recorded in June. According to INDECOM, 140 people had been fatally shot by members of Jamaica’s security forces since the start of the year as of June 4.
Investigations into the incident remain ongoing.
