Convicted Mass Murderer Strangled Wife During Conjugal Visit at California Prison, Prosecutors Say

Mule Creek, CA – A convicted mass murderer serving a life sentence without parole is under investigation after allegedly strangling his wife during an unsupervised conjugal visit at a California prison, according to prosecutors.

David Brinson, 54, who is already serving time for the 1994 murders of four people during a robbery, claimed that his wife, 62-year-old Stephanie Dowells, had fainted when she was found dead last November at Mule Creek State Prison, near Sacramento. However, authorities later ruled her death a homicide, concluding that she had been strangled.

Brinson has not yet been charged in connection with Dowells’ death as officials continue their investigation, but prosecutors told KCRA they are awaiting law enforcement’s final findings before filing any potential charges.

Family Demands Answers

Dowells, a grandmother, had been visiting her husband for an overnight stay at the prison’s family visitation unit, a program that allows eligible inmates to spend extended private time with relatives. Her sudden and violent death has left her family reeling—and demanding answers about how she was left alone with a known violent offender.

“How could they just let this happen? I just don’t get it,” her son, Armand Torres, told KCRA.

“Given the history that this guy has, we kind of wanted to know how is it even possible for them to be unsupervised? My mom was just left alone, and she called for help, I’m sure, and there’s nothing she could do,” he added.

Nataly Jimenez, Dowells’ daughter-in-law, said the victim had been trying to encourage Brinson to change his ways.

“They would read the Bible together,” she said. “He was in school in there because she was pushing him to try to be this better person.”

Conjugal Visit Policies Under Scrutiny

The case has raised concerns about the safety of California’s conjugal visit policies, which allow certain inmates to have extended, private visits with family members in apartment-style units on prison grounds.

According to the California Department of Corrections and Rehabilitation, these visits are considered a privilege and are only granted to inmates who meet strict behavioral and program requirements. The only prisoners automatically banned from family visits are those on death row or convicted sex offenders.

A spokesperson for the department defended the program, stating, “Family visits are a privilege, and incarcerated persons must apply and meet strict eligibility criteria to be approved. Only those who demonstrate sustained good behavior and meet specific program requirements are considered.”

However, critics argue that the system failed in this case, as Brinson’s violent past should have raised red flags.

The Night of the Killing

Authorities say Brinson called prison guards to the visitation unit around 2:30 a.m. on November 13, reporting that his wife was unresponsive. When staff arrived, Dowells was found dead, and Brinson claimed she had fainted. But medical examiners later determined that she had been strangled.

It remains unclear how long the couple had been married, but Dowells’ children are now left grieving—and questioning how their mother was allowed to be alone with a man capable of such violence.

The investigation into her death is ongoing.
