Dr. Horace Chang, National Security Minister, announced this year that the Mobile-Reserve unit was to be disbanded as to reorganization within the Jamaica Constabulary Force (JCF).  This came about as the force has been place in a controversial situation after incidents where alleged rogue Mobile Reserve units murdered a citizen. Incidents like this affected JCF, bringing dishonor and shame upon its name, leaving Jamaican citizens wondering if they can trust the law enforcement officers.

In a statement at the time, Dr. Horace Chang said, “Police Commissioner, Major General Antony Anderson, has advised the Government that in short order, major changes will come to both the management and oversight of the police force, as well as changes of entities within the force.”
